While bringing huge benefits to modern citizens, the rapid pace of urbanization also causes problems, like traffic jam. Especially during rush hours, many drivers complain terrible road conditions and precious time wasted on the way. Hence, there is a voice advocating that drivers be charged when there is busy traffic, which I seriously disagree.
Admittedly, the extra fees charged for driving during busy hours will encourage some people to give up driving and hence alleviate traffic congestion. No one would like to pay extra money for daily commute between home and office. Therefore, some of citizens may refer to public transport, like buses and subways. With fewer cars running on the street, the problem of traffic jam is supposed to be solved. However, the increase of financial burden can hardly be as effective as what the government expects and will unexpectedly generate new problems.
To begin with, it is uncertain that to what extent the charge of extra fees for driving during rush hours can relieve traffic congestion. Actually, many people choose to drive because the public transportation is either unavailable or inconvenient. For example, many residents in my neighborhood choose to drive, due to the long distance between the subway and the neighborhood as well as the over-crowded trains during rush hours. In many cities, people have no choice but to pay for the extra fees which can merely slightly alleviate traffic jam. In a word, the poor public transportation is the fundamental factor causing traffic congestion.
Secondly, forced to pay for the driving during busy hours, many drivers will have financial burdens and hence complaints to the government. In many places, a large number of citizens cannot afford the house prices and even the renting near the city center. Therefore, they live outside the city and drive long hours to work or study. It is struggling for them to make the ends meet, and the increase of gasoline price also has impact on their living standards. The charge of extra money for driving may become the last straw making them hopeless and desperate.
In a nutshell, the charge of fees for driving during rush hours is not a good policy, as it adds extra burden on many drivers and cannot effectively reduce traffic congestion.
